What you have there is grammatically dubitable, and idiomatically not good at all. It sounds very unnatural.

This is a Munster version, since that will be the least wordy and most pith (done to the best of my abilities—make sure to get corrections from people who actually speak Munster!):
Conas dhéanfad gáire amárach nuair nach bhféadaim fiú miongháire a dhéanamh inniu?

An Ulster version (bit longer, but at least I feel more confident here):
Caidé mar a dhéanfas mé gáire amárach nuair nach dtig liom fiú miongháire a dhéanamh inniu?

Big Bro CO says amárach, yet it is pronounced amáireach in Connemara and in Munster (according to the old Munster-based Teach Yourself Irish, Dillon/Ó Cróinín).

The CO seems to be closest to what we use in Leinster ... both inside and outside the Gaeltacht.

^ You’re right, the relative form sounds more natural (that’s what I get for doing the Munster version first!).

Wouldn’t inniu féin easily be misinterpreted as ‘even today’, rather than having ‘even’ qualify the smiling bit, though?

Well, I'll have to wait for correction from a native speaker on that one.

Conas a dhéanfaidh ... "How will ..."

Conas go ndéanfaidh ... "How can/could ...", literally "How is it that I will ..."

It may well be that the nuance is different from the one we are seeking, but the construction is in no way "odd" or "unnatural".
