I have assumed that there is only one scout because, in English at least, if there were more than one then it should be "voices", not "voice".

But every scout has one voice...
In certain languages you'd use the singular, and in others, the plural. Or both are possible in the same language (I saw samples of both in native Irish btw)

That is certainly the logic in Irish, but not normally in English.
