comhairle cathrach is a city council. A city council is a defined public authority.

They are using 'city' as an adjective and then putting it in the genitive?

I think "Comhairle na Cathrach" would more natural than "An Chomhairle Cathrach" but the latter is the official version. Similarly with "An Roinn Oideachais", "An tÁire Sláinte" etc. On the other hand, it's "Bord na Móna", not "An Bord Móna"

I didn't edit it as it was my mistake.

I was just wondering about a noun in the genitive used as an adjective as We've spoken of it before and I recall that irish linguist talking about this before, English calque-like arrangements coming in by the back door. An Roinn Oideachais does seem to follow the sort of pattern 'the dept of education'
