I have a question about this. I would have said, 'Is fear é Liam' and 'ní cat é Dougal'. and 'nach madra é Dougal?' Are both versions correct?

Your version is correct in Connacht and Munster. The é/í is omitted in Ulster, Wombat's preferred flavour.

The standard confusingly makes it optional, but I don't think that means you can mix and match. It just means you don't have to use it if you are using the Ulster-style standard. People should try to be consistent when doing so. You should definitely use it if you are using one of the other dialects as your base.

Applying the "two-out-of-three" rule, I think it should be used in standard Irish unless it is clear that you are trying to use Ulster-style grammar.

I also think it adds a certain native logic to the language.

Yet both 'New Irish Grammar' and GGBC omit the pronoun too

NIG: Is fear Liam/Is cailín óg Maire/Ba rí Cormac (but 'Is leabhar é sin').
GGBC: Is éan smólach/Nárbh iomanaí deas Parthalán?

Though GGBC does add: "Uaireanta cuirtear forainm pearsanta i gcomhaisne le hainmní ainmfhoclach cinnte. Fo-ainmní a thugtar air scaiti: Is áit deas é Dún Gharbhan/Nach peileadóir maith é Seán?
