Funny, I never noticed that … in most words, I’ve mostly heard it as ‘weh’ (buail ‘bwehl’) or ‘oo-eh’ (bua(idh) ‘boo-eh’ or ‘boo-ey’), and occasionally ‘aw’ (buachaill ‘bwawchəl’), but never ‘ee-uh’.

that rule doesn't work with all words, you're right, I think people say "buachaill" like "bwochaill" (/bwohiL'/) and "buaidhe" like "boo-eh-yeh", and fuair (from the verb fáil) like "foo-ey" or "fwey". But they say "ee-uh" in fuar, bualadh, fuath etc

So would buail and baoil (baoghail) be homophones for you, then?

I pronounce baoil as "bweel" (but "baol" as "bwee-uhl"), so there's a difference here :) . But buail and then baol are pronounced the same way to me, except the L : /biːəlˈ/ vs /biːəl/.
