In the traditional font "h" wasn't used as it is now. Today the "h" is used to represent the softening of consonants (lenition/ séimhiú), its not really a stand-alone consonant. In the traditional Gaelic font this softening/ séimhiú was instead represented as a ponc or a dot above the consonant. What you are given in your example is a mixture of the traditional and the modern.
This is the more traditional style font:
