I think "Comhairle na Cathrach"
would more natural than "An Chomhairle Cathrach" but the latter is the official version. Similarly with "An Roinn Oideachais", "An tÁire Sláinte" etc. On the other hand, it's "Bord na Móna", not "An Bord Móna"
