Yes,
bunmhaoiniú would be "core funding, basic funding, basic financing".
My understanding is that there are 19 organizations that get their core funding from F
oras na Gaeilge. Fóras gets it's funding from the government and reallocates the funding internally for those organizations.
Since the funding for the 19 organizations is core funding, as opposed to special projects or grants, there shouldn't normally be too much delay reallocating the funds because the money gets distributed much the same way every year. However, something introduced in the New Funding Model will slow down the process by six or more months (some extra review process, perhaps?)
