I'd suggest something like:

Tiomnaithe do mo mháthair ainglí: Tá dóchas anseo má tá gá agat dó.: Dedicated to my angelic mother: Hope is here, if you need it.

I think there may be two idioms mixed up here:

gá a bheith agat le rud "to have need of something"

más gá (dhuit) (é) "If need be/If you need it"

Not that they mean different things but the pronouns used are different for each one.

Also, am ar bith or cibé am would also work for "whenever", I think.

For the last part, perhaps:

Tá dóchas anseo cibé am is gá dhuit é. (Or perhaps beidh would sound more natural?)
