I think you have to have a certain amount of population in the catchment area. So in rural areas pharmacies (or chemists as they are often called here) are few and far between.
We are lucky to have one in our village, the next nearest one is in An Spidéal, another in Carna and ofcourse more in Galway city.
Pharmacies here are kind of weird. Lots of places have them (the Safeway supermarket in Scotts Valley has one, for example, and there's one at the warehouse giant Costco). What we call a "drugstore" (such as Walgreens, CVS, Rite Aid, Payless, Kerr, etc.) is kind of like a "pharmacy-plus." They do have a pharmacy, as well as over-the-counter medications, but much of the business is devoted to other things...for example, Walgreens also does photo processing, sells some hardware and small electronics, personal-care products and cosmetics, even some (very overpriced) groceries and beverages. They also tend to carry seasonal decorations and gifts.
Little Felton, near where I live, is no bigger than your town, I think, but we have two drugstores (Rite Aid and CVS) and three pharmacies (one in each of the drugstores and one in the natural foods grocery).
